    摘要:

    针对人口老龄化这一世界性热点、难点问题,分析总结日本科技创新应对人口老龄化的主要经验措施,包括建立健全相关法律法规和发展战略、加强老年人福祉技术创新,依托技术创新提升为老服务效率和精度、持续改善老年人生活环境和质量,注重智慧养老技术创新、促进养老服务产业发展;相比较而言,我国则存在针对老龄化社会的战略应对不足,数据壁垒制约养老信息服务网络平台建设,“互联网+养老”城乡发展严重失衡且技术创新缺乏“以老为本”,以及老年人福祉科技创新不足等问题。借鉴日本经验,结合我国国情,提出在科技创新计划与行动部署、研发投入、信息技术和智慧养老产业发展、科技创新人才队伍建设以及开发多层次老年人科技产品等方面,我国积极应对人口老龄化的启示建议。

    Abstract:

    In view of the problem of population aging, this paper analyzes and summarizes the main experience measures of Japan's scientific and technological innovation to deal with population aging, including the establishment and improvement of relevant laws, regulations and development strategies and technological innovations to enhance the well-being of older persons, the continuous improvement of the living environment and quality of the elderly through technological innovation to enhance the efficiency and accuracy of services for the elderly, and paying attention to the innovation of intelligent pension technology and promoting the development of pension service industry. In contrast, China has insufficient strategic response to the aging society, data barriers restricting the construction of pension information service network platform, urban and rural development of “Internet+" is seriously unbalanced and technological innovation lacks "old-oriented", and the well-being of the elderly scientific and technological innovation and other problems. Drawing on the experience of Japan and combining with the national conditions of China, the paper puts forward some suggestions on how to actively deal with the aging of the population in the aspects of scientific and technological innovation plan and action deployment, R&D investment, information technology and intelligent pension industry development, scientific and technological innovation talent team construction and the development of multi-level scientific and technological products for the elderly.
