高校新型研发机构专利成果转化的激励机制探索

摘要:

科技成果的转化收益分配机制是目前影响科技发展和技术创新的关键性问题。专利成果转化收益的分配不公，容易挫伤各方从事转化的积极性，从而失去了继续科技创新的动力。文章通过数理分析部分广州高校建设的广东新型研发机构专利成果转化现状，找出了高校新型研发机构知识产权转化除了受到建设主体本身文化的制约，知识产权投入的多元化，机构本身从事科技成果转化的专业人员不足等因素的影响之外，最主要的制约其知识产权转化的因素，还是机构内部对各方权益激励分配机制，并提出了构建各主体间的多维联动，平衡专利成果转化激励分配的建议。

Abstract:

The profit distribution mechanism of the transformation of scientific and technological achievements is the key problem that affects the development and innovation of science and technology. The unfair distribution of the profits from the transformation of patent achievements is easy to frustrate the enthusiasm of all parties involved in the transformation, thus losing the power to continue scientific and technological innovation. Based on the mathematical analysis of the current situation of the transformation of the patent results of the new R & D institutions in Guangdong Province, this paper finds out that the transformation of the intellectual property of the new R & D institutions in Guangzhou is mainly restricted by the factors such as the restriction of the construction subject's own culture, the diversification of the intellectual property investment, and the shortage of the professional personnel engaged in the transformation of the scientific and technological achievements The factor of power transformation is the incentive and distribution mechanism of rights and interests of all parties within the organization, and the suggestion of building multi-dimensional linkage among all subjects and balancing the incentive and distribution of patent achievements transformation is put forward.
