目前，我国已有30个省市实施了创新券政策，各地结合自身实际，开展了各具特色的探索实践，形成了一些好的做法和经验，但在组织实施中仍面临许多问题和挑战，对政策的优化和目标的实现造成影响。从政府管理的视角对国内各地创新券的管理模式、管理流程、支持对象与范围等情况进行了梳理与归纳，比较研究了国内典型的创新券组织管理模式，分析创新券组织管理实践中存在的难点和问题，并从改革创新、强化组织管理、防止支持范围泛化、调动高校院所积极性四个方面提出优化完善创新券政策的建议。

At present, 30 provinces and cities in China have implemented the innovation voucher policy, and each region has carried out its own unique exploration and practice based on its own reality, and formed some good practices and experiences. However, there are still many problems and challenges in the implementation of the organization, which affect the optimization of policies and the realization of goals.From the perspective of government management,this paper arranges and summarizes the management mode, management process, support objects and scope of innovative vouchers in various parts of China, compares and studies the typical mode of innovation voucher organization and management in China, analyzes the difficulties and problems in the practice of innovation voucher organization and management, and puts forward suggestions on optimizing and perfecting the innovation voucher policy from four aspects: reform and innovation, strengthening organizational management, preventing the generalization of support scope, and mobilizing the enthusiasm of colleges and universities.
