Abstract:At present, 30 provinces and cities in China have implemented the innovation voucher policy, and each region has carried out its own unique exploration and practice based on its own reality, and formed some good practices and experiences. However, there are still many problems and challenges in the implementation of the organization, which affect the optimization of policies and the realization of goals.From the perspective of government management,this paper arranges and summarizes the management mode, management process, support objects and scope of innovative vouchers in various parts of China, compares and studies the typical mode of innovation voucher organization and management in China, analyzes the difficulties and problems in the practice of innovation voucher organization and management, and puts forward suggestions on optimizing and perfecting the innovation voucher policy from four aspects: reform and innovation, strengthening organizational management, preventing the generalization of support scope, and mobilizing the enthusiasm of colleges and universities.
