为解决调水工程运营管理的多主体经济利益协调、社会效益、生态影响等诸多问题,讨论如何实现调水工程政府、企业和公众的三方协同管理,并以工程运行的可持续性和工程的经济、社会和环境效益最大化为目标。基于可持续供应链和协同管理视角,在水质保证前提下,分析了调水工程实施可持续供应链协同管理的成因,把调水工程的利益相关者分为经济利益相关者、环境利益相关者和社会利益相关者,从“战略-管理-操作”三个维度构建调水工程可持续供应链的协同管理模型,并以南水北调中线工程水量调度为例,构建协同管理平台,提出水量调度约束条件和模型效益计算公式。为优化调水工程运营管理,协同经济效益、社会效益、环境效益提供理论借鉴参考,丰富调水工程可持续供应链协同管理理论;为南水北调中线工程运营提供决策支持。

In order to solve many problems in the operation and management of water transfer project, such as the coordination of multi-body economic interests, social benefits, ecological impact, etc., this paper discusses how to realize the coordinated management among the government, enterprises and the public of water transfer project, and takes the sustainability of project operation and the maximization of economic, social and environmental benefits of the project as the goal. Based on the perspective of sustainable supply chain and collaborative management, under the premise of water quality assurance, this paper analyzes the causes of the implementation of sustainable supply chain collaborative management of water transfer project, divides the stakeholders of water diversion project into economic stakeholders, environmental stakeholders and social stakeholders, and constructs the collaborative management of sustainable supply chain of water diversion project from three dimensions of "strategy-management -operation" Based on the model, a collaborative management platform is built for the water dispatching of the Middle Route of South-to-North Water Transfer Project, and the constraints of water dispatching and the calculation formula of model benefit are put forward. In order to optimize the operation and management of water transfer project, provide theoretical reference for the coordinated economic, social and environmental benefits, enrich the coordinated management theory of sustainable supply chain of water diversion project, and provide decision support for the operation of the Middle Route of South-to-North Water Transfer Project.
