Abstract:High-skilled personnel and engineering and technical personnel are indispensable talents in economic and social development, which belong to different categories and are different in management, training and evaluation, are connected to each other and have a certain intersection in social production services. Under the background of talent evaluation reform and career development, based on the construction of Guangdong-Hong Kong-Macao Greater Bay Area, this paper defines and clarifies the connotation of high-skilled and engineering talents, analyzes the opportunities and challenges facing the construction of high-skilled talents in Guangdong, explores the ways of mutual admission between high-skilled personnel and engineering and technical personnel, and the three relationships that should be handled well in the process of conversion assessment. Adapted to cultivating high-skilled personnel for the Greater Bay Area industry development, the paper offers some development proposals, such as the professional structure layout based on the modern industrial system, strengthening the professional construction based on urban group and town development, promoting mutual recognition of qualification criteria based on the level of market integration, promoting mutual benefit and win-win results based on cultural cohesion and soft power, and making great improvements and adjustments in the quality level and structure of talents.
