    本文基于2007-2018年中国30个地区绿色全要素生产率(GTFP)的面板数据,采用静态、动态空间杜宾计量模型探究异质性环境规制、制度质量对GTFP的影响机制。结果表明GTFP的改进具有时间惯性和空间溢出效应,其中市场命令型和群众参与型环境规制行为、制度质量提升均表现为积极的助推效应,对东部地区效果尤为显著。而命令控制型手段的竞次效应抑制了GTFP的改进。运用门限回归模型证明制度质量作为门限变量,三类规制手段在突破门限值后分别呈现为“分化效应”、“加速效应”和“收敛效应”,并利用分位数模型证明三类规制手段的区域适用性。最后使用中介效应检验表明资源配置效率、技术效率的改善是加强环境规制和提升制度质量实现GTFP改善的重要途径。中国各区域应根据自身特点制定具有针对性的环境规制政策,继续发挥制度质量的调节效应,形成环境规制和制度质量的合力驱动逐顶竞争,实现治污减排和技术效率改善的双赢局面。

    Abstract:

    Based on the panel data of green total factor productivity (GTFP) in 30 regions of China from 2007 to 2018, this paper uses static and dynamic spatial Dubin econometric models to explore the impact mechanism of heterogeneous environmental regulations and institutional quality on GTFP. The results show that the improvement of GTFP has time inertia and space spillover effects. Among them, market command and mass participation in environmental regulation and improvement of system quality all show positive boosting effects, which are particularly significant in the eastern region, while the competition of command and control means The secondary effect inhibits the improvement of GTFP. Use the threshold regression model to prove institutional quality as the threshold variable. The three types of regulatory means appear as "differentiation effect", "accelerating effect" and "convergence effect" after the threshold is exceeded. Using the intermediary effect test shows that the improvement of resource allocation efficiency and technical efficiency is an important way to strengthen environmental regulation and improve institutional quality to achieve GTFP improvement. All regions in China should formulate targeted environmental regulation policies according to their own characteristics, continue to exert the regulatory effect of institutional quality, and form a joint effort of environmental regulation and system quality to drive top-down competition to achieve a win-win situation of pollution control and emission reduction and technological efficiency improvement.
