Abstract:This paper analyzes the basic characteristics of the current Beijing-Tianjin-Hebei science and technology resource allocation from the scale, distribution characteristics and structural characteristics of the allocation of science and technology resources, and establishes a data envelopment analysis DEA-Malmquist index model based on the relevant panel data of the three places and the whole region from 2011 to 2018. Evaluate the efficiency of its scientific and technological resource allocation from the perspective of multiple inputs and multiple outputs. The analysis results show that during the study period, the efficiency of Beijing-Tianjin-Hebei science and technology resource allocation showed an overall upward trend, all due to the significant increase in the rate of technological progress. Among them, the rapid growth of Beijing and Tianjin stems from the possession of advanced technical equipment, abundant facilities and institutions, and complete Management experience, and Hebei’s growth is due to the rapid integration and migration of a large number of regulated industrial enterprises and other institutions in the region; but Beijing-Tianjin-Hebei is more inclined to cultivate independent research and development capabilities and lacks accumulation and improvement of innovation management technology, which cannot satisfy its innovation Demand: From 2016 to 2017, the growth rate of Beijing’s total factor productivity was as low as -7.8% and the technological progress rate was only 0.922, which directly led to the lowest total factor production growth rate of 6.8% in Beijing, Tianjin and Hebei. Based on the research conclusions, countermeasures and suggestions to promote the efficiency of the Beijing-Tianjin-Hebei scientific and technological resource allocation are proposed from the aspects of optimizing the layout, coordinating coordination, improving the industrial chain, improving the management level, strengthening management, and improving the mechanism.
