港澳地区参与“一带一路”科技创新合作的研究

Research on the participation of Hong Kong and Macao in the cooperation in science, technology and innovation among participating countries of the Belt and Road Initiative

为全面展现港澳地区参与“一带一路”建设现状，进一步推动港澳地区参与“一带一路”科技创新合作，以“中国一带一路网”上公开的港澳地区参与“一带一路”建设有关信息为基础，基于Scopus数据库收录的港澳重点实验室与“一带一路”相关国家合作论文数据，对港澳地区参与“一带一路”建设的主要做法、可把握的机遇 、现存的难点三个层面进行定性与定量分析。研究发现，港澳地区积极参与“一带一路”建设的商贸合作，涉及科技创新合作相对较少，大多集中在港澳地区的优势领域；国家的大力支持，特区政府的重视以及香港的专业服务和澳门的中葡平台优势是推动港澳地区参与“一带一路”建设的重大机遇；香港和澳门均面临不同程度的形势或空间困局。为突破港澳地区参与“一带一路”建设现状，提出发挥香港专业服务优势、以澳门为媒介开展中国-葡语系国家合作来推动港澳参与“一带一路”科技创新合作。

Abstract:

In order to show the status quo of Hong Kong and Macao participating in the construction of the “Belt and Road”, and to promote the participation of Hong Kong and Macao in scientific and technological innovation（STI） cooperation, this article conducts a qualitative and quantitative analysis of the three aspects of Hong Kong and Macao’s participation in the “Belt and Road” construction, the opportunities that can be seized, and the existing difficulties. These are based on the information on the “Belt and Road Portal” and relevant papers from Hong Kong and Macao key laboratories included in the Scopus database. The study found that Hong Kong and Macao actively participate in the business cooperation of the "Belt and Road" construction, but relatively little cooperation in STI is involved, and most of them are concentrated in the advantageous areas of Hong Kong and Macao. The strong support of the state, the attention of the government of the Special Administrative Region, the advantages of Hong Kong’s professional services and Macao's China and Portuguese-speaking countries platform are major opportunities for Hong Kong and Macao to participate in the construction of the "Belt and Road". At present, both Hong Kong and Macao are facing different degrees of difficulties. In order to break through the status quo of Hong Kong and Macao participating in the construction of the “Belt and Road”, this article proposes to take advantage of Hong Kong's professional services and use Macao as a medium to develop cooperation between China and Portuguese-speaking countries to promote Hong Kong and Macao to participate in the “Belt and Road” STI cooperation.
