摘要:

区域经济高质量发展的创新驱动机制,实质是围绕如何解决当前经济发展不平衡不充分、结构性失衡以及发展动力不足这三个核心问题而嵌入在区域社会经济系统中的动态交互关系。基于VAR模型的要素交互关系实证分析以及于耦合协调度模型的系统协同效应测度,揭示了技术、人才、资本等科技创新要素及相应驱动机制对区域经济高质量发展的作用机理,反映了创新驱动战略实施助推区域经济高质量发展的现实困境及影响因素。在新发展阶段,需要不断完善区域创新体系加速科技成果转化和产业化,深化发展高等教育促进人力资本结构高级化以及知识创造及供给质量,建立健全现代金融体系进而提升金融服务实体经济和创新驱动的能力,加快构建创新链、教育链、人才链、资本链和产业链多维度融合的创新驱动发展模式,提升区域创新驱动与经济高质量发展的协同效应。

Abstract:

The essence of the driving mechanism of high-quality development of regional economy is the interactive relationship embedded in the regional socio-economic system, which is formed around how to solve the three core problems of the current unbalanced economic development, structural imbalance and the lack of development impetus. Empirical analysis of factor interaction based on VAR model and measurement of system synergy effect in coupled coordination degree model, it reveals the function mechanism of technology, talent, capital and other innovation elements and corresponding driving mechanism on high-quality development of regional economy, and reflects the actual predicament and influencing factors of the implementation of innovation-driven strategy to promote the high-quality development of regional economy. In the new stage of development, it is necessary to promote the synergy between regional innovation drive and high-quality economic development by improving the regional innovation system to speed up the transformation and industrialization of scientific and technological achievements, developing higher education to promote the upgrading of human capital structure and the quality of knowledge creation and supply, improving a modern financial system to enhance the ability to serve the real economy and innovation driven development, and accelerating the establishment of an innovation-driven development model that integrates innovation chains, education chains, talent chains, capital chains and industrial chains.
