Abstract:Build a theoretical framework for the research in systems of managing and operating science and technology think tanks at the macro, meso, and micro levels through multi-disciplinary, multi-perspective research. According to the policy process theory, analyze how can science and technology think tanks play significant roles in issue raising, policy setting, policy implementation, and policy evaluation. With respect to the principal-agent theory, research adverse selection and moral risks in science and technology decision consultation, promote the development of science and technology think tanks through sophisticated systems of examining, incentivizing, and constraining. In regards to the total quality management theory, research whole-process management and all staff participation on product quality, promote high quality products output of science and technology think tanks. Perfect scientific decision-making advisory system to promote high-level science and technology think tanks construction, enhance the external management systems to promote the high-quality development of science and technology think tanks, optimize the internal operation systems to promote the supply-side reform of science and technology think tanks products.
