从技术投入、技术产出、技术发展环境三个方面以及产学研三方角度构建区域技术创新能力评价体系，运用因子分析法提取企业创新能力、学研方创新能力和教育环境影响3个公因子，对江苏省技术创新能力进行评价和分析。研究结果表明，企业创新能力对区域整体技术创新能力影响最大，学研方创新能力次之，教育环境的影响有限；同时发现，江苏省企业创新能力处于较高水平，但在学校和研发机构技术创新能力方面还有欠缺。

The regional technology innovation ability evaluation system was constructed from three aspects of technology input, technology output, technology development environment and three aspects of industry, university and research institute. The factor analysis method was used to extract three common factors, namely the innovation ability of enterprises, innovation ability of universities and research institutes and the impact of education environment, to evaluate and analyze the technology innovation ability of Jiangsu Province. The results show that the innovation ability of enterprises has the greatest influence on the overall technological innovation ability of the region, followed by the innovation ability of universities and research institutes, and the influence of education environment is limited. At the same time, it is found that the innovation ability of enterprises in Jiangsu province is at a high level, but the technological innovation ability of schools and R&D institutions is still lacking.
