摘要:

绿色经济高质量发展是福建省乃至全国未来一段时期内必然追求的战略目标之一。通过分析与绿色经济发展战略相关的已有研究成果，结合对绿色经济指标体系的构建和评价结果数据的讨论，全面研究福建省绿色经济高质量发展相关影响因素，进而对资源利用、环境治理、环境质量、生态保护、增长质量、绿色生活等指标表现出的因素进行SWOT-AHP定性和定量相结合的分析，构建起以优势、劣势、机会、威胁为子系统的福建绿色经济高质量发展动力系统，得到福建绿色经济高质量发展战略模型，建立近期、中期、远期的三阶段战略目标，提出“国家政策支持与多区叠加”、“科技创新与产业结构调整”、“自然生态环境与习近平生态文明思想”、“华人华侨与对外经贸合作”、“区域内协同与区域间联动”等福建绿色经济高质量发展战略具体实施路径。

Abstract:

The high-quality development of green economy is one of the strategic goals that fujian province and even the whole country will surely pursue in the future. Associated with green economy development strategy by analyzing the existing research results, combined with the construction of index system of green economy and evaluating the discussion of the result data, a comprehensive study of fujian green related factors influencing the quality and economic development, and on the utilization of resources and environmental governance, environmental quality and ecological protection, quality of growth, green living indicators show the factors such as the SWOT - AHP with the combination of qualitative and quantitative analysis, build up the strengths, weaknesses, opportunities and threats for the subsystem of fujian green power system, high quality and economic development by fujian green model of economic development strategy of high quality, Three stage set up in the near future, mid, and long-term strategic target, put forward the "national policy support and more area overlay", "scientific and technological innovation and industrial structure adjustment", "natural ecological environment and xi jinping ecological civilization thought", "overseas Chinese and foreign economic and trade cooperation", "regional coordination and regional linkage" between fujian green economy development strategy of high quality concrete implementation path.
