农业基础薄弱、发展后劲不足是制约现代农业发展的重要瓶颈,PPP模式提供了新的思路,PPP不仅是一种融资手段,而且是一次体制机制变革,涉及行政体制改革、财政体制改革、投融资体制改革,现代农业PPP是将PPP应用于现代农业领域。对农业PPP作用机制进行探索,对于完善农业PPP模式理论框架,推进PPP模式在农村的普及演化,助力传统农业向现代农业转变升级意义深远。

Weak foundation, insufficient development stamina and the shortage of funds are important constraints which restrict the development of the modern agriculture in China,but PPP provides new developing ways. PPP is not only a means of financing, but also a reform of institutional mechanisms. It involves administrative system reform, financial system reform, and investment and financing system reform. Modern agriculture PPP is to apply PPP to modern agriculture. It is of great significance to explore the mechanism of agricultural PPP, to improve the theoretical framework of the agricultural PPP model, to promote the popularization and evolution of the PPP model in rural areas, and to assist the transformation and upgrading of traditional agriculture to modern agriculture.
