摘要:

本文通过科技创业人才及其创业企业成长环境相关文献理论梳理，及对426位科技创业人才的问卷调研、现场考察和座谈访谈基础上，分析了科技创业人才及其创业企业的成长环境需求，特别是人才对政府促进科技创业人才及企业发展的相关政策和服务诉求，针对科技创业人才的这些成长需求和对政府服务的诉求，探索开展的科技创业人才及其创业企业培育实践经验和机制的案例研究。以四方面的培育实践工作为例，剖析了培育机制是基于科技创业人才成长的环境需求和困难而设计的，又是在实践过程中通过调动各方资源共同建立和形成的，这些培育实践工作解决了科技创业人才及其创业企业成长的关键性问题，提出了有效促进科技创业人才及企业发展的具体方法措施。四方面培育实践工作包括：（1）针对科技人才向企业家转型需要的能力素质开展专题培训辅导；（2）针对资金缺乏和融资困难搭建投融资精准对接平台；（3）针对市场拓展和人才引进需求成立人才创新创业联盟，促进创新链、产业链、供应链和人才链对接；（4）针对业务拓展和地方产业升级需求，依托人才驱动中心，帮助人才进行新项目产业化落地，助力区域产业转型升级和创新发展。

Abstract:

The paper analyzes the growth environment needs of technology entrepreneurs and their entrepreneurial companies based on the literature theory of science and technology entrepreneurs and their growth environment, as well as questionnaire surveys, on-site inspections and interviews with 426 technology entrepreneurs , In particular, talents' demands for government policies and services to promote the development of science and technology entrepreneurship talents and enterprises. In response to these growth needs of science and technology entrepreneurship talents and the demand for government services, explore the practical experience and mechanism of cultivating technology entrepreneurship talents and entrepreneurial enterprises Case study. Taking four aspects of cultivation practice as an example, the analysis of the cultivation mechanism is designed based on the environmental needs and difficulties of the growth of technology entrepreneurial talents, and it is established and formed through the mobilization of various resources in the practice process. These cultivation practices solve the key problems of the growth of technology entrepreneurs and their entrepreneurial enterprises, and proposes specific methods and measures to effectively promote the development of technology entrepreneurs and enterprises.
