运用三阶段DEA方法对中国沿海11省市2009-2016年的海洋科技创新效率进行测算,同时借助空间计量模型揭示其空间效应。结果表明:剔除环境变量和随机因素干扰的各省市海洋科技创新纯技术效率值较高,达到或接近于DEA效率有效;规模效率值较低且严重影响到综合效率,提升空间很大。邻接矩阵、经济距离矩阵和嵌套矩阵上,海洋科技创新效率对本地海洋经济发展有显著的推动作用,对相邻省市虽有影响但提升幅度不大,资金投入、海洋结构水平和海洋高等教育等环境变量对海洋经济发展也都存在正向影响。

Based on the data from 2009 to 2016, the three-stage DEA method was used to estimate the efficiency of Marine science & technology innovation in 11 provinces and cities along the Coast of China, and its spatial effect was revealed by means of spatial econometric model. The results show that the pure technical efficiency of Marine science and technology innovation in all provinces and cities after eliminating the interference of environmental variables and random factors is high, reaching or close to DEA efficiency. The scale efficiency value is low and seriously affects the comprehensive efficiency, so there is a large room for improvement. In terms of adjacency matrix, economic distance matrix and nested matrix, the efficiency of Marine science and technology innovation plays a significant role in promoting the development of local Marine economy. Although it has an impact on neighboring provinces and cities, the improvement is not large. Environmental variables such as capital investment, Marine structure level and Marine higher education also have a positive impact on the development of Marine economy.
