Abstract:On the second anniversary of the issuance of the "Policy on Deepening Project Review, Talent Evaluation, and Institutional Evaluation Reforms", we will summarize and analyze the results and existing problems of the reforms related to project review, talent evaluation, and institutional evaluation (hereinafter referred to as the "Three Evaluations"). The study believes that the "three evaluations" reform has achieved initial results: streamlining the talent "hat" returns the title of talent to academic and honorary nature, more rationally setting various scientific research projects and talent project application requirements, optimizing the project review system, and streamlining project application Evaluation and later management processes, but there are still new evaluation standards that have not been established, evaluation experts’ fair participation in the evaluation lacks a sound guarantee mechanism, a good social public opinion environment has not been fully established, and the progress of the "three evaluations" reforms promoted by grassroots institutions is uneven and the overall slow and professional Problems such as the lack of a good operating mechanism for evaluation agencies restrict the comprehensive and in-depth implementation of the "three evaluations" reform. Based on this, it puts forward relevant recommendations to promote the comprehensive and in-depth implementation of the "Three Evaluations" reform work: First, strengthen the joint supervision and implementation of all parties, summarize and promote experience and practices in a timely manner, establish and improve a new evaluation standard system; second, adhere to classified governance and steady and continuous promotion ; The third is to improve the expert selection and follow-up evaluation mechanism; the fourth is to accelerate the reform of supporting systems to create a good innovation environment; the fifth is to increase support for professional evaluation institutions and strengthen the corresponding supervision mechanism.
