Status Quo and Enlightenments of Cyberbiosecurity Research in the world

摘要:

系统分析网络生物安全这一新兴交叉学科的基本概念与战略内涵。梳理欧美国家作为全球网络生物安全研究的起源与主力率先布局该领域的现状，包括其形成政府机构牵头、科研院所深入的研究合力，界定具有重大威胁的网络生物安全漏洞，推进网络生物安全新学科建设落地，并提出有针对性的网络生物安全风险应对措施等情况。在此基础上，分析我国在网络生物安全研究领域面临的美国主导全球网络生物安全议题，我国缺乏网络生物安全系统性研究体系和威胁应对举措等挑战，从完善国家安全体系、推进网络生物安全顶层设计，布局网络生物安全新学科建设、强化交叉学科人才培养，以及建立网络生物安全测评体系、实施针对性风险评估与安全测评等方面，对我国开展网络生物安全工作提出建议。

Abstract:

This paper firstly systematically analyzed the basic concept and strategic connotation of cyberbiosecurity. Under the background of the beforehand layout for this emerging interdisciplinary discipline of European and American countries, the paper reviewed their progresses on the cooperation between government agencies and research institutes, the assessment of cyberbiosecurity vulnerability, and their proposing of new discipline construction and risk solutions for cyberbiosecurity. Suggestions on the aspects of improving national security system and top-level design, new discipline construction and inter-disciplinary talents training, and evaluation and solution system establishment for cyberbiosecurity in China were proposed, based on the challenges in cyberbiosecurity research that China faces.
