Abstract:Based on the data of scientific and technological talents of industrial enterprises above designated size in various districts of Shanghai in 2018, the DEA-Tobit method is used to evaluate the spatial agglomeration efficiency of scientific and technological talents and research on influencing factors. The research results show that: (1) The average comprehensive efficiency value of the agglomeration of scientific and technological talents in industrial enterprises above designated size in the 16 districts of Shanghai reaches 0.86, and the overall agglomeration efficiency is relatively good. (2) Baoshan District, Changning District, Hongkou District, Jiading District, Qingpu District and Xuhui District have a comprehensive efficiency value of 1, achieving DEA effective. (3) The overall efficiency of scientific and technological talent agglomeration of the other 10 regional enterprises is less than 1. Among them, the pure technical efficiency of Pudong New District, Minhang District, Songjiang District, Huangpu District, Chongming District and Jinshan District is 1, realizing weak DEA effective . (4) From the perspective of influencing factors, per capita GDP, foreign technology dependence, investment in scientific and technological innovation, and the proportion of masters and doctors in enterprise-run scientific and technological institutions have a significant positive impact on the overall efficiency of the accumulation of scientific and technological talents in industrial enterprises above designated size; The allocation of human resources and the number of scientific and technological institutions run by enterprises have a significant negative impact;While government support and innovation vitality have no significant impact.
