公共机构合同能源管理项目合作机制模型构建——基于内容分析法的多案例研究

Construction of Cooperation Mechanism Model of Energy Performance Contract Project of Public Institution——Multi-case Study Based on Content Analysis

文章围绕公共机构合同能源管理项目合作机制,选取5个典型案例,基于EPC项目合作流程及已有研究,从合作动机、合作伙伴选择、合作关系治理及政府参与四个核心类目出发,采用内容分析法对案例相关资料及访谈文本进行分析,探究公共机构与节能服务公司合作过程中的关键要素,进而得出项目能耗及用能管理、政策环境、ESCO前期参与、实施过程协调、激励机制、关系治理等在内的10个关键要素。最后根据典型案例的合作特征及模式建构的一般经验,尝试构建了公共机构合同能源管理项目合作机制概念模型,以期公共机构合同能源管理项目主体合作的相关问题提供参考。

Abstract:

This paper focuses on the cooperation mechanism of energy performance contract project of public institution, selected five typical cases, based on EPC project cooperation process and the existing research, starting from the four core categories of cooperation motivation, partner selection, partnership governance and government participation, using content analysis to analyze the related data and case interview text, to explore the key factors in cooperation between the public institutions and ESCO during the process of EPC project, then, 10 key factors such as project energy consumption and energy use management, policy environment, early participation of ESCO, implementation process coordination, incentive mechanism and relationship governance are concluded. Finally, according to the cooperation characteristics of typical cases and the general experience of mode construction, this paper tries to build a conceptual model of the cooperation mechanism of public institution energy performance contract, so as to provide reference for the problems related to the cooperation of the subject of the contract energy management project of public institutions.
