科技数据类新型研发机构运行特征与绩效评估研究——以上海科技创新资源数据中心为例

Research on Operational Features and Performance Evaluation of Scientific Data New R D Institutions– A Case of Shanghai Science and Technology Innovation Resources Data Center

摘要:

数据是大数据时代的重要资本,科技数据类新型研发机构既具有新型研发机构组织特点,又兼具数据集聚、数据开放共享、开发增值等独特属性。本文通过利益相关者合作和数据价值链形成二维视角对科技数据类新型研发机构的运行特征进行分析,进而建构与之匹配的绩效评估框架,且以上海数据中心为例进行分析,提炼关键绩效领域并建构具体的关键绩效指标体系,以期为该类机构未来运行管理和绩效评估提供参考。

Abstract:

Data is an important capital in the era of big data. The scientific data new R D institutions not only have the characteristics of new R D institution organization, but also have the unique attributes of data gathering, data open sharing, data development and appreciation. This paper explores the operation features of scientific data new R D institution from stakeholder and value chain perspectives, and constructs a matching performance evaluation framework. Then it uses Shanghai Data Center as an example to analyze, refines key performance areas and a specific key performance indicator system, providing a reference for the operation management and performance evaluation of such organizations and other similar institutions.
