基于省域尺度的中国创新基础设施对创新产出的影响分析

知识经济时代，创新能力日益成为国家综合竞争力的决定性因素，支撑全社会创新活动的创新基础设施也逐渐成为国家参与全球竞争的重要战略资源。但创新基础设施如何影响创新产出？本文首先通过定性分析建立创新基础设施的理论框架和评价指标体系，选取2007-2017年数据，通过构建数学模型分析中国31个省、市创新基础设施与创新产出的关联度，进一步分析创新基础设施各指标对创新产出的影响程度以及关联度的地域差异。结果表明创新基础设施与创新产出呈强关联，且有研发机构的企业、科技企业孵化器、开发区高新技术企业和国家大学科技园对创新产出影响较大。各省创新基础设施与创新产出之间的关联度存在显著的地域差异，东部地区部分省份由于创新产出水平较高，且创新基础设施与创新产出呈强关联，而西部地区创新产出较少，说明创新基础设施不完善会制约创新产出的增加。研究成果加深了理论上的认识，对未来如何发展各地区创新基础设施的建设，提高创新产出提供了重要依据。

Abstract:

In the era of knowledge economy, innovative infrastructure has become an important strategic resource for the country to participate in global competition. But how does the innovation infrastructure affect innovation output? This article first establishes the theoretical framework and evaluation index system of innovation infrastructure through qualitative analysis. Based on the data from 2007 to 2017, this paper analyzes the correlation between innovation infrastructure and innovation output of 31 provinces and cities in China by building a mathematical model.Then we will further analyze the impact of each indicator of innovation infrastructure on innovation output and the regional differences of correlation degree.The results show that innovation infrastructure is strongly correlated with innovation output.There is a significant regional difference in the correlation between the innovation infrastructure and innovation output of each province. The eastern region has a relatively high level of innovation output due to the relatively complete innovation infrastructure. While the relatively backward innovation infrastructure in the western region has severely restricted the increase in innovation output. The study provided important evidence for how to develop the construction of innovation infrastructure and promote innovation output in the future.
