运用超效率DEA模型对2013-2017年“一带一路”沿线55个国家级高新区的创新投入产出效率进行研究,用Theil指数进行差异性分析,得出以下主要结论:“一带一路”沿线国家级高新区的创新效率整体水平为中等效率,主要由于较低的规模效率所致;“一路”地区国家级高新区创新效率高于“一带”地区,“一带一路”沿线国家级高新区的创新效率总差异有缩小的态势,组内差异是主要贡献者;“一带一路”沿线国家级高新区创新效率及其分解指数存在明显的异质性特征。在此基础上,根据国家级高新区投入、创新效率特征以及地理位置,将其归纳为3种创新生产模式并分析各生产模式的构成及成因。

This article uses the super-efficiency DEA model to study the innovation input-output efficiency of 55 national high-tech zones along the “Belt and Road” from 2013 to 2017, and uses Theil index to analyze the difference. The results show that the overall level of innovation efficiency of the national high-tech zone along the “Belt and Road” was just moderately efficient, which was mainly due to the low scale efficiency. The innovation efficiency of national high-tech zones in the “One Road” region is higher than that in the “Belt and Road” region. The overall difference in innovation efficiency of national high-tech zones along the “Belt and Road” is shrinking. The differences within-regions are the main contributors after decomposition of Theil index. There are obvious heterogeneity characteristics in the innovation efficiency and its decomposition index of national high-tech zones along the “Belt and Road”. On those bases, according to the national high-tech zone input, innovation efficiency characteristics and geographical location, it is classified into three innovative production modes, and analyze the composition and causes of each production mode.
