促进创新要素有序流动的市场机制研究-以广东省为例

Research on Market Mechanism of Promoting Orderly Flow of Innovation Elements-Take Guangdong Province as an Example

研究小组在深入华为、格力、美的等广东知名企业开展专题调研的基础上,系统总结回顾广东省在科技创新方面的表现：创新要素聚集优势凸显、成效卓著；传统优势产业持续领跑、成绩丰硕；战略新兴产业蓄势崛起、成果明显；创新要素向优势企业聚集势头强劲、成绩斐然。同时,梳理发现广东存在创新服务的便利化程度不高、人才政策的精细化程度不够、技术赛马的公平化程度不足、研发投入的集约化程度不强、创新信息的共享化程度不实、成果转化的规范化程度不佳等制约创新要素有序流动的突出问题,并提出了促进创新服务的便利化、促进人才政策的精细化、促进技术赛马的公平化、促进研发投入的集约化、促进创新信息的共享化和促进成果转化的规范化等六条完善广东创新要素有序流动的对策建议。

Abstract:

On the basis of special investigation conducted by well-known enterprises in Guangdong, such as Huawei, Gree, Midea, etc., the research group systematically summarized and reviewed the performance of Guangdong Province in science and technology innovation: the advantages of innovative elements gathering are outstanding and the results are outstanding; the traditional superior industries continue to lead and achieve fruitful results; the emerging strategic industries are poised to rise with obvious achievements; and the innovative elements have a strong momentum to gather with superior enterprises we have made great achievements. At the same time, it is found that there are some prominent problems in Guangdong, such as the low degree of convenience of innovation services, the lack of refinement of talent policy, the lack of equity of technology horse racing, the low degree of intensive R D investment, the untrue sharing of innovation information, and the poor standardization of achievement transformation, which restrict the orderly flow of innovation elements, and six suggestions are put forward to improve the orderly flow of innovation elements in Guangdong, including facilitation, refinement of talent policy, fairness of technical horse racing, intensification of R D investment, sharing of innovation information and standardization of achievement transformation.
