Abstract:The purpose of this paper is to draw lessons from the multi-dimensional measures of the European Union(EU) to promote the entrepreneurship of different marginalized groups, and to promote the "mass entrepreneurship and innovation" activities in China. The paper investigates the EU's entrepreneurial incentives for women, the elderly and immigrant groups, and finds that the EU and its member states have effectively promoted the emergence of entrepreneurs from marginalized groups through legal safeguards, the promotion of information exchange, the establishment of special incubators and the elimination of financial barriers. Drawing on the EU's advanced experience and combining with the reality of China, the paper suggests that China should set up special incubators or pre-incubators for the disadvantage groups, establish free entrepreneurship education platforms for them, strengthen the sharing of entrepreneurial experience and the cultivation of their entrepreneurial spirit, provide financial support for senior entrepreneurship and promote inter-generational information exchanges about entrepreneurship.
