    摘要:

    为优化粤港澳大湾区(以下简称“大湾区”)科技协同创新发展路径,从要素协同的视角剖析大湾区科技协同创新的整体区域特征及现存问题,总结归纳大湾区科技协同创新的经验模式。研究发现,粤港澳大湾区科技协同创新发展明显不均衡,尽管已在组织与制度设计、跨境科技创新协同、要素流动与共享、创新合作平台体系搭建等方面形成了特色经验与模式,但仍然存在体制机制有待完善、产业科技创新协同程度不高、要素流动渠道不畅、主体动力不足且协同性不强等问题。基于此,提出完善科技协同创新协调机制、推进形成创新资源共享和开放机制、打造创新主体协同机制及建立协同创新资金保障机制等建议,为促进粤港澳大湾区打破“三个地区、两种制度、三种语系”的创新要素流动障碍,建设具有全球影响力的国际科技创新中心提供参考。

    Abstract:

    In order to optimize the development path of science and technological collaborative innovation in Guangdong-Hong Kong-Macao Greater Bay Area (GBA), this paper analyzes the overall regional characteristics and existing problems of science and technological collaborative innovation in GBA from the perspective of element synergy, and summarizes the experience of science and technological collaborative innovation in GBA. The results show that the science and technological collaborative development in GBA is obviously unbalanced, although experiences and models with characteristics have been formed in the areas of organization and system design, cross-border technological innovation collaboration, element flow and sharing, and innovation and cooperation platform system construction, etc., there are still some problems such as systems and mechanisms that need to be improved, the synergy of industrial science and technology innovation is not high, the channels for factor flow are not smooth, the main body is not motivated, and the coordination is not strong. Based on this, the paper puts forward some suggestions such as perfecting the coordination mechanism of scientific and technological collaborative innovation, promoting the formation of innovative resource sharing and opening mechanism, creating the cooperative mechanism of innovation subject and establishing the guarantee mechanism of cooperative innovation fund, in order to provide reference for promoting development of GBA to break the "three regions, two systems, three language systems" of innovation elements flow obstacles, and to build an international science and technology innovation center with global influence.
