粤港澳大湾区协同创新系统的政策体系研究

Study on Policies System of Regional Collaboration Innovation in Great Bay Area of Guangdong-Honkong-Macao

摘要:

提要：区域协同创新政策是推进粤港澳大湾区协同创新的基础性制度保障,协调性与体系化是其基本要求。现有与粤港澳大湾区协同创新相关的政策分散在诸多政策文件中,存在部门和地区的条块分割及政策指向与政策力度等区域差异,难以适应实践的需要。随着粤港澳大湾区协同创新的不断推进,制定协调性、针对性和实用性更强,体系化突出的专项政策日益迫切。在概述政策环境变化和系统梳理现有政策文本基础上,对粤港澳大变区协同创新政策效应进行了评述；基于区域协同创新系统构成的理论分析,提出了“1+4+2”的粤港澳大湾区协同创新政策体系框架及其政策着力点,供政策制定者参考。

Abstract:

It is basic guarantee that the policies on promoting regional collaboration innovation in Great Bay Area of Guangdong-Honkong-Macao, and it needs synergetic and systematic; At present, the relative policies on promoting regional collaboration innovation in Great Bay Area of Guangdong-Honkong-Macao, scatter among all kind of the government documents. It is difficult to use, because of these are from different departments and regions, and there is wide variation on the orientation and strength of policies among regions. It is crying needs to formulate more systematic or synergetic specialized polices during promoting the regional collaboration innovation in the Great Bay Area of Guangdong-Honkong-Macao. By this mean of analyzing on the changing of the policies environment and sorting the relative government documents, and evaluating the relative policies on promoting regional collaboration innovation in Great Bay Area of Guangdong-Honkong-Macao; Based theories of regional collaboration innovation, building the polices system of regional collaboration innovation in Great Bay Area of Guangdong-Honkong-Macao, namely “1+4+2”, and its issues of these polices system.
