国外技术标准战略经验及其对广东的启示

Experience of Foreign Technical Standard Strategies and Its Enlightenments to Guangdong

摘要:

分析“技术标准战略”概念内涵及其与产业发展的关系，研究和总结欧盟控制型、美国争夺型、日本谨慎重优型和韩国重点开拓型技术标准战略模式的实践经验。广东在“一带一路”和粤港澳大湾区建设背景下积极推进建设国内先进、国际化水平高的技术标准体系，但仍存在工作机制不完善、公众参与度低、技术研发与标准缺乏联动性以及重点产业标准化力度不足等问题。借鉴国外经验，从技术标准战略工作保障机制和技术标准的制修订、与技术研发的联动、国际化发展以及重点产业技术标准工作等方面，提出广东制定实施技术标准战略的相关启示。

Abstract:

This paper analyzes the concept connotation of "technical standard strategy" and its relation with industry development, also studies and summarizes the practical experience of technical standard strategic model in various countries and regions of the world, such as the control type of the European Union, the competition type of the United States, the prudential-and- emphasizing-advantages type of Japan and the key-developing type of South Korea. Under the background of "the Belt and Road" and the construction of Guangdong-Hong Kong-Macau Greater Bay Area, Guangdong actively promotes the construction of a domestic advanced and highly internationalized technical standard system, but there are still some problems such as imperfect working mechanism, low public participation, lack of linkage between technology research and development and standard, and insufficient standardization of key industries. Based on the foreign experience, the paper puts forward some relevant enlightenments for Guangdong to formulate and implement the technical standard strategy from the aspects of technical standard strategy work guarantee mechanism and technical standard system revision, linkage with technology research and development, internationalization development and key industry technical standard work.
