科技成果转化激励政策的实施效果评估及对策研究——以四川省为例

摘要:

论文首先运用共词分析法研究了四川省科技成果转化的政策文本内容，分析已有成果转化激励政策的关注焦点和结构关系。在此基础上，基于四川省2012——2017年的相关统计数据，构建科技成果转化激励政策的实施效果评估体系，运用模糊综合评价法和熵值法，从政策类型、参与主体等视角对政策实施效果进行量化分析，确定四川省科技成果转化激励政策的实施效果及其存在问题，并从完善成果转化政策体系和管理机制、制定基于成果转化人的激励方案等方面给出政策调整建议。

Abstract:

This paper studies the implementation effect of the incentive policies of scientific and technological achievements transformation in Sichuan province. The focus and structural relationships of the existing policies of the scientific and technological achievements transformation are investigated by using the method of co-word analysis. On these bases, an implementation effect evaluation system of the incentive policies for the scientific and technological achievements transformation is built from the perspectives of the policy types and participants. Based on the relevant statistical data from 2012 to 2017 in Sichuan province, the implementation effect of incentive policies is calculated by using the fuzzy comprehensive evaluation method and the entropy evaluation method. Some countermeasures and suggestions are proposed from aspects of perfecting the policy system and the management mechanism of the achievements transformation and formulating the incentive plans for the participants during the process of the transformation.
