专利质量视角下的我国人工智能领域存在问题的分析及对策*

摘要:

本文从国家角度出发,分析专利质量内涵,认为对于国家来说,专利质量的关键在于能体现一个国家的技术水平、研究深度和应用价值,并从专利技术质量和战略质量两个方面构建专利质量测度指标体系,通过美国、中国、欧洲、日本和韩国等5个国家或地区,2014年至2018年的人工智能领域的专利数据进行实证研究,根据我国专利质量现状与其他国家现状进行对比分析,提出相关建议。2014年到2018年,虽然我国专利申请数量远超于其他国家,但是在技术质量和战略质量方面美国领先于其他国家的趋势还是比较明显。

Abstract:

This article compares the quality of patents in universities and enterprises, and analyzes the connotation and composition of patent quality from a national perspective. Construct a patent quality measurement index system from two aspects of patent technology quality and strategic quality. Conduct empirical research on patent data from 2014 to 2018 through 5 countries or regions such as the United States, China, Europe, Japan and South Korea. According to China’s patent quality Make a comparative analysis of the current situation and the current situation in other countries and put forward relevant suggestions. From 2014 to 2018, although the number of patent applications in my country far exceeded that of other countries, the trend of the United States leading other countries in terms of technical quality and strategic quality is still relatively obvious.
