Abstract:Under the strategic background of innovation-driven development, centering on the core objectives of local economic transformation and upgrading, gathering scientific and technological innovation resources and enhancing innovation policy source capacity have far-reaching practical significance and decision-making consultation value for local innovation-driven development in China. Based on analytic hierarchy process (AHP) and particle swarm optimization algorithm (PSO), this paper from the system reform and innovation, talent cultivation and construction, innovation of the ecological environment optimization and innovation of science and technology layout four dimensions, construct innovation policy source ability evaluation index system, using fuzzy comprehensive evaluation method to measure the 31 provinces and cities of the country's innovation policy source ability level, analyzes the factor influencing the development of innovation policy source ability and promotion strategy, and promote the innovation policy in local cities and provinces source ability evaluation system of the rich and the development.
