中国“十二五”到“十三五”国民经济规划,提出的“创新、协调、绿色、开放、共享”发展理念中的“绿色”含义丰富,显示从“建设生态文明”到“绿色增长”的发展模式转型之路逐渐由概念倡导走上积极探索实践,为解决中国增长的“绿色化”程度综合测度问题,精选国内外27套环境经济相关指标体系进行合成,形成指标库,运用5轮筛选法对指标库的一级指标和末级指标进行层层深入筛选：筛选确定的39个末级指标构成绿色增长的具体评价指标库；结合初级指标筛选结果、OECD最新的绿色增长概念框架关键因子、中国的经济资源环境问题和绿色增长转型要求,设计评价指标体系维度,完成具体指标分类,形成中国绿色增长综合评价指标体系。对指标体系进行信度检验和效度检验,运用主成分分析法算出评价指标体系的权重系数,提出综合评价模型,并对2004-2018年的中国绿色增长进行综合评价,结果显示这段时间内绿色增长程度呈现逐渐增强的趋势。

In the contemporary economic situation, developing green economy and promoting the transformation of green economic growth become the consensus and strategic choice of the international community. The key word “GREEN” is meaningful in the five development concepts of “innovation, coordination, green, open, sharing "proposed from China's "12th five-year" plan to "13th five-year" plan, which shows the development pattern transition road from "the construction of ecological civilization" to "green growth" is gradually changed from concept advocating to exploration practice. In order to solve the problem of comprehensively measuring the green degree of economic growth, this paper carefully selects the primary indicators and the grade indicators layer upon layer with five rounds of screening method from the green growth indicator base composed of 27 sets of related indicators systems chosen at home and abroad. The 39 decided grade indicators forms the specific comprehensive evaluation indicator base for green growth; integrating the primary indicators selecting results, the key factors of the latest OECD green growth conceptual framework, China economic resources and environment problems, with the green growth transformation requirements, the indicator dimensions is designed, the specific indicators are classified and the comprehensive green growth evaluation system is constructed finally. In addition, reliability test and validity test are applied to the evaluation system, and principal component analysis is used to calculate the weight values, thus the comprehensive evaluation model is created. Finally economic data from 2004 to 2018 are used to do the comprehensive evaluation of China，and the result shows the green growth degree of China is gradually increasing during this time.
