移动医疗平台制度逻辑动态均衡及政府规制研究

Research on Dynamic Equilibrium of Institutional Logic and Government Regulation of Mobile Health Platform

摘要:

对移动医疗平台面临的复杂制度环境进行讨论，得出政府、市场和专业三方制度逻辑间存在动态博弈。借助演化博弈的方法，构建移动医疗平台的政府逻辑主体、市场逻辑主体和专业逻辑主体等多重制度逻辑的博弈模型，并进行模型推导和模拟仿真，探究其多重制度逻辑演化的内在规律和动态均衡的动力机制。结果表明，三方主体经共同演化博弈达到动态均衡需要适合的政府规制。在此基础上，从三方制度逻辑的角度对我国移动医疗平台的政府规制提出完善相关法律法规、构建平台付费机制、制定统一问诊流程等对策建议，助力此动态均衡的实现。

Abstract:

The complex institutional environment faced by the mobile medical platform is discussed, and it is concluded that there is a dynamic game among the three institutional logics of government, market and professional. With the help of the evolutionary game method, this paper constructs a three-party game model of the mobile medical platform, including the government logic subject, the market logic subject and the professional logic subject. At the same time, the model derivation and simulation are carried out to explore the internal laws and the dynamic equilibrium mechanism of the evolution of multiple institutional logic. The results show that proper government regulation is needed for the three parties to reach the dynamic equilibrium state through co-evolutionary game. Based on this, from the perspective of the three-party institutional logic, this paper puts forward countermeasures and suggestions on improving relevant laws and regulations, constructing platform payment mechanism, formulating unified consultation process and so on, so as to help realize this dynamic equilibrium.
