创新研究群体项目的绩效评价及其对科技评价的启示

Performance Evaluation of Creative Research Group Project and Its Enlightenment to Science and Technology Evaluation

摘要:

将中国国家自然科学基金资助体系中的创新研究群体项目绩效评价工作分为评价筹备阶段、函评会评阶段和绩效评价报告撰写修订发布阶段，以2015年度创新研究群体项目绩效评价为例，梳理分析其工作流程和具体实施情况等相关工作内容。创新群体项目具有前沿探索与人才培养的双重属性，同时还具有资助力度大、周期长以及考核宽松等特点。相关绩效评价工作结合项目特性，基于同行评议和评价指标体系（包括抽查项目与总体项目评价）设计，取得以《国家自然科学基金2015年度绩效报告》为精简版主报告在内的3份研究报告，顺利完成评价工作。创新群体项目绩效评价提示开展科技项目评价要注重科研项目的特质与要求，根据国家发展战略部署和要求不断改革、规范与优化项目流程管理，并注重开展同行评议，不断拓展科技评价的范式与边界，以促进科研项目科学合理与平稳有序发展，并促进提升我国科技评价工作水平。

Abstract:

The performance evaluation of creative research group project in National Natural Science Foundation of China funding system is divided into evaluation preparation stage, letter evaluation and meeting evaluation stage, and the stage of performance evaluation report writing, revision and release. Taking the performance evaluation of creative research group project in 2015 as an example, its workflow and specific implementation are analyzed. The creative research group project has the dual attributes of frontier exploration and talent training, as well as the characteristics of large funding, long cycle and loose assessment. The relevant performance evaluation work is designed based on the characteristics of the project, peer review and evaluation index system (including spot check project and overall project evaluation). Three research reports including the 2015 annual performance report of National Natural Science Foundation of China were obtained, and the evaluation work was successfully completed. The performance evaluation of creative research group project suggests that the evaluation of science and technology projects should pay attention to the characteristics and requirements of scientific research projects, constantly reform, standardize and optimize the project process management according to the national development strategy and requirements, pay attention to peer review, and constantly expand the paradigm and boundary of science and technology evaluation, so as to promote the scientific, reasonable, stable and orderly development of scientific research projects, and promote the level of science and technology evaluation in China.
