三元参与理论视角下怀柔科学城建设现状分析及发展对策建议

Construction Status Analysis and Development Countermeasures of Huairou Science City from the Perspective of Three-participation Theory

基于政府、大学科研机构和企业三方参与科学城建设的三元参与理论，分析怀柔科学城建设中政府在创新环境营造、大学科研机构在技术和人才提供、企业在开拓市场方面存在的问题，包括管理机制不畅、生活服务配套不足，大学科研机构不足、科技资源共享机制不完善，以及产业结构支撑不足、企业创新能力弱。为推动怀柔科学城建设综合性国家科学中心，引领北京转型升级高质量发展，提出怀柔科学城建设发展相关对策建议：政府变管理为服务，加强政策环境和生活环境营建；推动大学科研机构落户怀柔，以大科学装置为抓手促进科技资源开放共享；优化产业结构，引入和培育企业，搭建创新平台对接大学科研机构创新资源。研究成果可以为北京市“十四五”规划编制提供参考，并为相关政策制定提供依据。

Abstract:

Based on three-participant theory, this paper analyzes the problems in government constructing innovation environment, scientific research institutions providing technologies and talents, and enterprises exploiting the market in Huairou Science City. Including: the management mechanism is not smooth, the life service supporting is insufficient, scientific research institutions are insufficient, the science and technology resource sharing mechanism is imperfect, the industrial structure support is insufficient, and the enterprise innovation ability is weak. In order to promote the construction of Huairou Science City as a comprehensive national science center and lead Beijing's transformation and upgrading of high-quality development, some suggestions are provided, government should be service-oriented and strengthen the construction of better policy and living environment; scientific research institutions should proactively settle down in Huairou, and promote the opening and sharing strategy by starting with the large scientific devices; and enterprises should optimize industrial structures, attract and incubate startup firms, and build innovation platform to connect more innovation resources. The research results can provide support for the formulation of Beijing's "14th five year plan", and also provide basis for relevant policy making.
