    摘要:

    科研仪器是科技创新的基础。研究科研仪器平台运行效率对国家和平台自身都至关重要。基于现有研究和实践,构建投入产出指标遴选体系,由专家评价法选取关键指标。以中国科学院科研仪器平台为对象,聚焦人力资源投入与科研和开放服务产出,应用两阶段DEA方法开展效率评价。当期平台虽处于上升趋势,但整体效率有待提高。科研仪器平台未来的发展方向应注重技术管理与运行管理的融合与互补,加强为科技创新成果的产出提供有效支撑。

    Abstract:

    Scientific instruments provide a solid foundation for scientific and technological innovation in the modern time. It is of vital importance to research the operations efficiency of the scientific instrument platforms both for the good of the country and those platforms themselves. Based on the current status of the construction and operation of the technical support system of Chinese Academy of Sciences (CAS), a selection system for input-output indicators has been built for the study on the efficiency evaluation in this paper. The expert evaluation method has been used to select the key indicators while the two-stage data envelopment analysis (DEA) method to work out the value of efficiency for the evaluation and discussion. Seventy-five scientific instrument platforms of CAS have been taken as the study objects by searching their annals in 2015 and 2017 for the calculating data. The key indicators include the human resource for input dimension and the open services for output. Although the overall efficiency value needs to be improved, the operation level is on an upward trend. It demonstrates that we should pay more attention to the integration and complementarity of technology management and operation management to strengthen the effective support for the output of scientific and technological innovation. It may give a feasible reference for the operation and management of other platforms in the country.
