新世纪以来广东省科技奖励工作发展情况探析

Analysis on Development of Guangdong Provincial Science and Technology Award Work since the New Century

摘要:

科技奖励是政府和社会对科学家工作和科技项目成果的一种积极肯定评价方式,集中反映了一定时期内科技创新工作的新动向。聚焦于2000—2019年广东省获得的国家级和省级科技项目成果,从获奖项目的专业领域、创新主体性质、地域来源等信息分析了新世纪以来广东省科技奖励工作的特征。研究发现,广东省科技奖励工作存在地域分布不平衡、个人奖励制度建设缓慢、科技获奖项目后评估缺乏可操作性等问题,因此建议优化个人奖励设置、引导社会力量参评科技奖励、建立符合区域协同发展的科技获奖体系。

Abstract:

Science and technology awards are a positive way for government and society to appraise the achievements of scientists or scientific and technological programs, and it reflects the new trends of scientific and technological innovation work within a certain period of time. This research focuses on the achievements of national and provincial science and technology programs achieved by Guangdong Province from 2000 to 2019. It analyzes the characteristics of Guangdong Province"s science and technology award work in the new century from the subject of the award-winning program, the main organization of innovation program, and the geographical distribution. It was found that Guangdong Provincial science and technology awards faced a lot of challenges, such as unbalanced geographical distribution, slow construction of the personal award system, and lack of operability in the evaluation of science and technology award programs. Therefore, it is recommended to optimize the personal awards, guide social organization to participate in science and technology awards, and establish a technology award system that could coordinate regional development.
