Abstract:Taking 127 texts on the evaluation policy of China"s scientific and technological achievements since the reform and opening up as the analysis sample, the use of co-word and cluster analysis can reveal the change of policy attention in different stages of the development of China"s innovation ability, and reflect the change trend of China"s science and technology evaluation policy. The research finds that China"s innovation ability has gone through three stages,i.e. following stage, the stage of tracking, parallel and leading coexistence, with tracking as the main task, and the stage of parallel and leading as the main task, which shows that China"s innovation ability is improving day by day. At the same time, it is found that the evaluation policy of scientific and technological achievements has become the attention of the policy in a certain period, and the innovation ability promotes the improvement of the evaluation policy system of scientific and technological achievements. On this basis, it is found that the change of the focus of science and technology achievement evaluation policy in China is generally close to the practice of innovation capacity development in China, which is of great significance to predict the development trend of science and technology achievement evaluation policy in the future.
