粤港澳三地政府科技奖励在奖项设置、奖励参评方式、奖励对象、奖励等级与数量、奖励评审组织、奖励方式等方面存在各自特点和差异，广东政府科技奖励行政色彩较为浓厚，政府部门作为主要提名者难以实质落实提名责任，丰厚的奖励派生待遇偏离了科技奖励荣誉本身，缺乏对青年科技工作者的引导激励；澳门政府科技奖励与内地较为相似，但注重引导鼓励青年群体开展科技创新；香港政府科技奖励注重发挥市场及社会组织的参与和管理作用。改进完善政府科技奖励应明晰非市场化激励机制和政策导向作用，进一步优化奖励对象结构，注重对青年科技人员的奖励，落实提名者实质责任，突出奖励荣誉性和价值导向，实现与社会科技奖励的互补和协同发展。

Abstract:

By comparing and analyzing the similarities and differences and characteristics of government science and technology awards in Guangdong, Hong Kong and Macao, in terms of award setting, evaluation methods, award objects, award levels and numbers, review organization and award methods, it is found that the administrative color of Guangdong science and technology awards is relatively strong, and it is difficult for government departments as the main nominees to substantially implement the nomination responsibility, the rich reward derived treatment deviates from the honor of science and technology reward itself and lacks guidance and incentive for young science and technology workers; Macao science and technology award is similar to Guangdong science and technology award, but it focuses on guiding and encouraging young people to carry out scientific and technological innovation; Hong Kong government's science and technology awards focus on the participation and management role of the market and social organizations. The main enlightenment to improve the science and technology award of Guangdong provincial government is to clarify the role of non market incentive mechanism and policy guidance, further optimize the structure of award objects, pay attention to the award of young scientific and technological personnel, implement the responsibility of nominees, highlight the honor and value orientation of awards, and realize the complementary and coordinated development with social science and technology awards.
