Abstract:Taking the environmental pollution index as the undesired output, and measures the industrial Malmquist-Luenberger index of 30 provinces in China from 2000 to 2018,based on The SBM directional distance function,SIn addition,it decomposes the total factor productivity of industry and analyzes the bias of technological progress on input and output, explores its changes and the characteristics of regional distribution. The result shows that China’s industrial TFP continues to grow, but the growth rate is decling; The main reason for TFP growth is technological progress, industrial efficiency needs to be Improved;Technological progress in the east is biased towards the use of capital, while in other regions it is biased towards the element of labour;TC changes in the same direction as MATC changes,Technological progress is mainly driven by scale, followed by IBTC and OBTC;Finally, echnological progress in the eastern and central regions tends to promote expected output, and technological progress in the western region tends to promote environmental pollution.Combined with the empirical results, this paper puts forward some relevant countermeasures.
