面向国家重大科技基础设施的发展需求,对重大科技基础设施的社会经济影响评估的研究与实践现状进行了总结分析,内容包括评估的必要性及面临的挑战,评估的逻辑框架及影响途径,基于经济模型的评估方法与基于指标的综合评价方法、评估的实证案例分析、机构或组织推荐的评估框架和指南。基于上述内容提出了重大科技基础设施评估的关键事项、方法和指标。

For the development needs of Large Research infrastructures, this paper summarizes and analyzes the current status of research and practice of the socio-economic impact assessment of Large Research infrastructures, including the necessity and challenges of assessment, the logical framework of assessment and the ways of influence, Evaluation methods based on economic models and comprehensive evaluation methods based on indicators, Analysis of empirical case studies of evaluations, evaluation frameworks and guidelines recommended by institutions or organizations. Based on the above content, the key issues, methods and indicators of Large Research infrastructure evaluation are proposed.
