摘要:

利用广东省及全国2017、2018年度科技成果转化年度报告披露的统计数据进行对比分析，研究发现广东省科技成果转化存在高质量可转化成果供给不足、作价投资转化方式占比低、技术转移服务体系不健全等突出问题。提出以赋权改革为切口优化国资管理，以绩效评价机制改革提高科研人员积极性，以专业机构建设和全流程管理规范提升转化服务能效，以专业教育夯实技术转移人才质量，以建立市场应用为导向的成果评价机制促进高质量成果供给等针对性建议，为相关部门提供决策参考。

Abstract:

Based on the comparative analy technological achievements of Guangdong Province and the whole country in 2017 and 2018, the study finds that there are some prominent problems in the transformation of scientific and technological achievements in Guangdong Province, such as the insufficient supply of high-quality transformable achievements, the low proportion of investment transformation methods, and the imperfect technology transfer service system. Some suggestions are put forward, such as optimizing the management of state-owned assets through the reform of empowerment, improving the enthusiasm of scientific researchers through the reform of performance evaluation mechanism, improving the energy efficiency of transformation services through the construction of professional institutions and the whole process management, consolidating the quality of technology transfer talents through professional education, and promoting the supply of high-quality achievements through the establishment of achievement evaluation mechanism guided by market application Decision making reference.
