    摘要:新时代背景下,随着我国科技创新能力不断提升,科技创新范围不断拓展、科技创新方式不断增加,科技创新展现了前所未有的魅力。为进一步赋能经济增长转型、建设经济高质量发展战略高地、引领经济高质量开放发展提供保障,必须认识到提高科技创新治理能力是深化科技创新体制机制改革的必然要求,在深刻认知提升科技创新治理能力内在动力机制的基础上,并且必须把握好提高科技创新治理能力的重要路径取向:未来要坚持健全科技创新资源投入制度、科技创新主体多元培育制度、科技创新支撑体系制度、科技创新成果转移转化制度、科技创新人才制度五维的科技创新制度体系。

    Abstract: In the context of the new era, with the continuous improvement of my country's scientific and technological innovation capabilities, the continuous expansion of the scope of scientific and technological innovation, and the continuous increase of scientific and technological innovation methods, technological innovation has shown unprecedented charm. In order to further empower the transformation of economic growth, build a strategic highland for high-quality economic development, and provide a guarantee for leading the high-quality open development of the economy, it is necessary to realize that improving the governance capacity of technological innovation is an inevitable requirement for deepening the reform of technological innovation systems and mechanisms. On the basis of the internal dynamic mechanism of innovation governance capability, and must grasp the important path orientation to improve the governance capability of scientific and technological innovation: in the future, we must adhere to the improvement of the scientific and technological innovation resource input system, the diversified cultivation system of scientific and technological innovation subjects, the scientific and technological innovation support system system, and the scientific and technological innovation achievements The five-dimensional scientific and technological innovation system is the transfer and transformation system and the scientific and technological innovation talent system.
