摘要:

中美贸易争端的新形势下，我国吸引留学人才归国意义重大，在现有研究基础上，深入研究发现我国在留学人才引进中存在人才工作方式、市场机制、人才发展环境等方面的问题，借鉴国内外吸引留学归国人才的做法和先进经验，提出从建立风险防控机制、发挥市场作用、完善创业政策、优化创新环境等方面吸引留学人才归国创新创业。

Abstract:

In the context of the Sino-U.S. Trade dispute, it is of great significance for China to attract overseas students to return to China. Studies have found that there are problems in the way talents work, market mechanisms, and talent development environment in the introduction of overseas students. And advanced experience, it is proposed to attract overseas students to return to China for innovation and entrepreneurship in terms of establishing risk prevention and control mechanisms, giving play to the market, improving entrepreneurial policies, and optimizing the environment for innovation.
