Abstract:Science and technology public services plays an important role in promoting regional innovation ability. Based on the panel data of 30 provinces and cities in China, this article constructed the efficiency evaluation index system of science and technology public service, and used the DEA-Malmquist index method to measure the efficiency of science and technology public services in various regions. This paper empirically examined the effect of science and technology public service efficiency on regional innovation ability by static, differential GMM and system GMM dynamic panel data models. It was found that the efficiency of science and technology public service has a positive lag effect on regional innovation capacity; the regional innovation capacity itself has a cumulative effect, and early innovation ability is the basis of current innovation. The level of marketization, urbanization and human capital have a significant positive impact on regional innovation ability. After replacing different regional innovation capability measurement indicators, the results were still robust. Finally, based on the empirical results, the corresponding policy recommendations were put forward.
