Abstract:To give full play to the goal-oriented and stimulating role of goals, in management activities, scientific and reasonable evaluation should not only consider result information such as the completion of goals, but also pay attention to process information such as trend development. To solve the evaluation problem considering the target value set by the manager and introducing the “incentive” idea, a dynamic comprehensive evaluation method under different incentive preferences is proposed. In this method, the corresponding incentive models considering the target values are respectively constructed to modify the original value of the objects under the manager’s "state" incentive preference, "trend" incentive preference, and "state-trend" dual incentive preference. Finally, the proposed method is applied to a case study of a dynamic evaluation of the scientific research performance of Shaanxi Provincial Clinical Medical Research Center, and the results verify the feasibility and validity of this method.
