“一带一路”倡议下中国标准走出去的贸易效应

Trade Effect of Chinese Standards Export Under the Belt and Road Initiative

基于“一带一路”沿线48个国家2009至2018年的跨国面板数据，对标准合作、标准示范和标准主导3类模式下中国标准走出去的出口贸易总效应、国际贸易标准分类（SITC）产品出口贸易效应以及域内贸易效应展开研究。结果显示：中国标准走出去在3类模式下均具有显著的正向出口贸易效应，在SITC分类产品上的出口贸易效应呈现出显著的异质性特征，在“一带一路”沿线国家间具有显著正向的域内贸易互惠效应。结果表明中国在实施标准走出去过程中应注重标准合作、标准示范以及标准主导3类模式的协同推进战略，加强对标准走出去贸易互惠效应的宣传力度。最后依据研究结论提出，中国要在建立自有标准的基础上更加重视中国标准走出去战略，逐步建立起与“一带一路”市场需求相匹配的高质量标准体系，通过标准示范效应推进出口贸易增长，让“一带一路”沿线国家认识到中国标准走出去是一项实现沿线国贸易互惠共赢的利好政策，是践行人类命运共同体的重要举措。

Abstract:

Based on the transnational panel data of 48 countries along the "Belt and One Road" from 2009 to 2018, this paper studies the total export trade effect, export trade effect of SITC products and intraregional trade effect of Chinese standard export under three types of standard cooperation, standard demonstration and standard dominance. The results show that Chinese standard export under the three types of models has a significant positive effect on export trade, the export trade effect of SITC products presents a significant heterogeneity, and there is a significant positive intraregional trade reciprocity effect among countries along the "Belt and One Road". The results show that in the process of implementing standards going global, China should pay attention to the coordinated promotion strategy of standard cooperation, standard demonstration and standard dominance mode, and strengthen the publicity of the reciprocal effect of standards export trade. Finally, according to the research conclusion, China should pay more attention to the strategy of Chinese standards export on the basis of establishing its own standards, gradually establish a high-quality standard system that matches the market demand of BRI, and promote the growth of export trade through the demonstration effect of standards. Let the countries along the "Belt and One Road" recognize that Chinese standard export is a favorable policy to achieve mutually beneficial trade and an important measure to practice a community of shared future for mankind.
