Abstract:The marine science and technology innovation policy is a key engine for promoting marine technology innovation and economic development. Among them, the measurement of policy’s supply and demand matching is an important indicator and basis for the assessment and adjustment of marine science and technology policies. This paper takes policy supply and demand matching as the research perspective, deeply analyzes the supply and demand mechanism of marine science and technology policy, and builds the supply and demand matching model by means of matching theory and similarity principle. Based on 89 policy documents issued since the 11th Five-Year Plan, and questionnaire surveys on the main body of policy needs, empirical analysis of supply and demand matching of marine science and technology policies have been discussed. The results show that, on the whole, in terms of supply, the supply-oriented policy has a low degree of matching; in terms of demand, the matching degree of the sea-related enterprises is low. From the perspective of specific policies, the matching degree of industry-university-research cooperation, information construction and talent support is low. It also gives countermeasures and suggestions from the aspects of paying attention to policy demand feedback, promoting policy coordination mechanism, broadening policy interpretation channels, strengthening the main position of enterprises in innovation and creating a good legal environment, so as to realize the efficient use of marine science and technology innovation policy.
