陕西省科技金融政策文本量化研究

Quantitative Research of Policy Test on Science and Technology Financein Shaanxi Province

摘要:

科技引领经济发展,金融助力科技进步,科技金融政策是支持科技创新发展的重要体现。本文以陕西省2006-2019年间发布的科技金融政策文本为研究对象,运用内容分析法,基于陕西省、市两级政策文本对比视角,从“政策总体数量”、“政策文本类型”、“颁布主体”以及“政策工具”四个维度进行文本量化分析。研究发现陕西省科技金融政策数量呈现稳定增长趋势,以市级政策增长最为明显；政策类型内部结构不合理,宏观指导类政策过多,需求型政策工具过少；省、市两级政策在文本类型、政策工具方面存在较大差异及政策制定部门之间缺乏相互协作等,并就相关问题提出政策建议。

Abstract:

Science and technology lead economic development, and finance contributes to scientific and technological progress. Sci-tech finance policy is an important embodiment of supporting the development of technological innovation. This paper takes sci-tech finance policy texts issued by Shaanxi Province from 2006 to 2019 as the research object. Based on the perspective of the comparison of the policy texts at the provincial and municipal levels in Shaanxi Province, this paper analyses four aspects : the "overall number of policies", "types of policy texts", "issuers of policies " and "policy tools of the texts", using content analysis method to quantify text. The study found that the number of Sci-tech finance policies in Shaanxi Province showed a steady growth trend, especially at the municipal level , but the internal structure of the policy system was unreasonable. There were too many macro-directive policies, but too few demand-oriented policy tools; There are big differences between provincial and municipal policies in the types of texts and the policy tools used; there is a lack of collaboration between policy-making departments. In order to promote the healthy development of Sci-tech finance system, this paper finally puts forward corresponding policy Suggestions for Shaanxi Province.
