为促进企业创新专利质量的提高,更好地服务于企业创新工作的推进,提出了一种基于犹豫模糊平衡参考解的专利评价方法。首先,考虑到专利质量评价需多群组参与的实际情况以及评价问题本身的模糊性,将犹豫模糊集作为评价信息载体;然后,鉴于人类评价事物时热衷于列出其优势项和劣势项的习惯,借助于TOPSIS法的理想参考解思想和EDAS法的平均水平参考解思想,构造一种平衡参考解的集成模型以了解专利优劣情况;此外,考虑到传统距离测度无法直接使具有差异性的数据在同一水平上进行测度等问题,构建了一种基于Bray-Curtis距离的犹豫模糊测度方法。最后,以W高技术企业的四类专利质量评价为实例进行分析以验证该方法的可行性,为企业的创新专利质量评价提供了新思路与技术支撑。

In order to promote the improvement of enterprise innovation patent quality and better serve the advancement of enterprise innovation work, a patent evaluation method based on hesitant fuzzy balance reference solution is proposed. First of all, considering the actual situation of multi-group participation in the evaluation of patent quality and the ambiguity of the evaluation problem itself, hesitant fuzzy sets are used as evaluation information carriers; It is customary to build an integrated model of balanced reference solutions to understand the advantages and disadvantages of patents with the help of the ideal reference solution idea of TOPSIS method and the average reference solution idea of EDAS method; in addition, considering that traditional distance measurement cannot directly make the difference The data is measured at the same level and other issues, and a hesitant fuzzy measurement method based on Bray-Curtis distance is constructed. Finally, the four types of patent quality evaluations of W high-tech enterprises are used as examples to analyze the feasibility of the method, which provides new ideas and technical support for the evaluation of innovative patent quality of enterprises.
