知识产权保护对经济高质量发展的影响 ——来自2008—2017年中国30个省份的经验数据

The Impact of Intellectual Property Protection on High-Quality Economic Development-- Empirical Data from 30 Chinese Provinces from 2008 to 2017

摘要:

知识产权保护制度是推动国家治理体系、治理能力现代化的重要内容，加强知识产权保护为高质量发展提供强有力制度保障。本文从技术创新、产业结构升级和人力资本三个角度，通过理论分析深刻揭示了知识产权保护与经济高质量发展的内在经济逻辑，并基于2008年-2017年中国省级面板数据进行实证检验。研究发现：知识产权保护对经济高质量发展具有显著的激励效应；知识产权保护对经济高质量发展的影响存在区域异质性，长三角、珠三角和环渤海三大经济圈知识产权保护对经济高质量发展的正向作用明显高于其他地区。研究结果为加强知识产权顶层设计、强化知识产权保护和推动经济高质量发展提供决策参考。

Abstract:

The intellectual property protection system is an important part of promoting the modernization of the national governance system and governance capabilities. Strengthening intellectual property protection provides a strong institutional guarantee for high-quality development. This paper deeply reveals the internal economic logic of intellectual property protection and high-quality economic development from the perspectives of technological innovation, industrial structure upgrading and human capital through theoretical analysis, and conducts empirical tests based on China's provincial panel data from 2008 to 2017. The results indicate that, intellectual property protection has a significant incentive effect on high-quality economic development, In addition, the impact of intellectual property protection on high-quality economic development is regionally heterogeneous. The positive effect of intellectual property protection on the high-quality economic development of the Yangtze River Delta, Pearl River Delta and Bohai Rim Economic Circles is significantly higher than that of other regions. The research results provide decision-making reference for strengthening the top-level design of intellectual property rights, strengthening intellectual property protection and promoting high-quality economic development.
